Flood Re appoints general counsel & operations head

Flood Re, the UK Government’s scheme to pool flood risk, has appointed Harriet Boughton as its general counsel and Karen Clautour as head of operations.

Boughton will be responsible for overseeing the organisation’s legal and compliance framework and embedding best practice corporate governance across the organisation.

She will report directly to chief executive Brendan McCafferty.

Boughton joins from ProSight Specialty Insurance, a Lloyd’s managing agency, where she created its in-house legal function and as head of legal and compliance, was central to its successful regulatory authorisation.

Clautour joins from Pen Underwriting, the underwriting division of Arthur J Gallagher, where she was responsible for underwriting operations and conduct and regulatory risk.

She will report to Aidan Ker, ensuring that Flood Re’s target operating model is ready for launch in April 2016, focusing on ensuring an effective partnership is maintained with all outsourced service providers and supporting the delivery of ongoing efficiencies for the business.

McCafferty said: “The role of general counsel is vital and I’m delighted that we now completed the executive team. Harriet’s invaluable experience will be of great benefit to Flood Re in the run-up to launch in April 2016 and beyond.”

Boughton added: “I am delighted to be joining Flood Re. It is a privilege to work for such an interesting and unique organisation which fulfils such an important purpose. My priority will be to ensure that the organisation acts in accordance with its complex statutory and regulatory requirements, mindful at all times of its public accountability obligations.”
