Texas residual windstorm insurer TWIA will try its luck with a reinsurance tower built to a 1-in-50 return period and a lightly tweaked retention, and was told to expect a 10% rate cut or more for comparable tower levels, a seemingly jittery and uncertain board of governors has determined.
