California rejigs FAIR Plan, caps insurer cat liability, extends limits

California moved to bolster its teetering insurer of last resort, the FAIR Plan, rejigging its claims paying waterfall chart and demanding increased reporting from the firm, then offering California firms temporary relief with increased plan limits.
