California talks tough to FAIR Plan, demands more compliance

California has designed thumb screws for its residual insurer, the California FAIR Plan, forcing the carrier into a new swathe of coverage types and bearing down on oversight after finding that over half the recommendations it had issued in 2022 were left incomplete three years later.
