Florida hands out rate cuts at Citizens in drive to show wins

Florida sought to demonstrate success on its homeowners insurance market, handing the rump bunch of consumers at the state residual insurer an average rate reduction of 8.7%, and bragging of a decline in surplus line flows to argue that market and tort reforms have delivered on promises.
