TWIA fails in Texas rate hike bid, rates hold 20+% below adequacy

The Texas state insurer of last resort, the Texas Windstorm Insurance Association (TWIA), failed in a bid to begin to plug its lagging rate adequacy, as the board of governors shot down a company proposal amid heavy protest.
