Surplus line growth at 2.8% hangs on liability and policy flows

Surplus lines premium growth slowed to a 2.8% year-on-year pace in the first half of 2026, down from the 7.8% seen in FY2025, with continued growth in many liability lines still offsetting notable declines in softening property, a dataset from 15 US stamping offices compiled by the wholesale insurance industry lobby group WSIA indicated.
