Surplus lines slow to 7.8% growth in ’25; liability leads, property fades

Surplus lines premium growth slowed again in 2025, down 4.3 points to a 7.8% annual growth rate, led by the oft-troubled liability segment and skyrocketing growth in the non-traditional E&S line of homeowners, a dataset from 15 US stamping offices compiled by the wholesale & specialty insurance association (WSIA) indicated.
