NFIP lapses; rescue bills remain in holding pattern amid shutdown

The National Flood Insurance Programme (NFIP) appeared to have lapsed at the stroke of midnight along with a broad spectrum of US government services, and no visible progress on several lingering reauthorisation/extension bills nor hint of the programme in any congressional continuing resolution or floor actions.
